If you're considering renting an event space, I like the idea of turning it into a Halloween Fun House. Creepy carnival people, in a circus tent, with tons to snack on. Make it one big freakshow!
Your invitations could be oversized tickets as if you were attending a real carnival/circus.

A ringleader costume like this would be good for the birthday girl or boy since the party should revolve around them!
I love the idea of using drapes to create this circus tent look. Using dim lighting will also add that creepy touch.
Hire a fortune-teller for some extra fun for guests!

You can have different performers and entertainment like the talent at Boston Circus Guild. They have fire performers, contortionists, and jugglers. This would be a great feature at the party!
I hope this has sparked some inspiration when it comes to planning. A Halloween theme really has so many opportunities to be creative and imaginative. I encourage you to incorporate as much or as little scary, creepy, and twisted elements as you want but keep in mind who will be attending and the overall purpose, like this Sweet Sixteen example. But, don't be afraid to make them scream a little and always devour the details!
